Call to Order:

Faculty Senate President Barry Nelson called the meeting to order at 4:05 pm.

Approval of minutes:

Minutes of the December 4, 2003 meeting were approved after corrections on page 5, substitute in line 11 the misspelling “eh” for “the” and the misspelling of Professor Lawson’s name in line 26 “Larson “ to “Lawson”.

Faculty Senate President Nelson’s report follows:







Senate Vice-President Tapia reported that he would recommend to the Senate a curriculum member replacement for Professor Darrell Johnson. His recommendation is Professor Martha Ellison.

Senate Vice-President Tapia also reported he had made arrangements to have the School of Liberal Arts and Sciences hold nominations for next years Senate members on February 4, 2004 during a meeting concerning the Western Institute with Vice-President Arnold. The School of Professional Studies will hold their nominations at a similar meeting with Vice-President Arnold on February 24, 2004.

Senate President Nelson asked for input for the upcoming nomination of the executive board for next year’s Senate.

The Missouri Association of Faculty Senates (MAFS) will meet in Jefferson City on February 2 and 3, 2004. Senator were asked to indicate their availability and interest in attending the meeting.

Report from MWSC Vice-President Arnold:

Vice President Arnold reported that the committee on parity or equity had met and made recommendations that would be reported to the Board of Regents.

He also reported he had met this week with the Senate executive committee and discussed the expected process that the “peer review committee” would take after their appointment. This includes reviewing several “writings” that would provide a baseline for the committee to work from in the coming year. It is hoped that this will provide a process of “informed consent” from which “co-ownership” would be developed and allow everyone to have input into the process. Review may include contacts with the different academic departments.

Senator Blessing suggested that the Senate commend President Scanlon and Vice-President Arnold for their work on the parity/equity issues.

Report from MWSC President:

President Scanlon reported the Governor’s budget allowed for no increase in the “05” budget for Western. No further withholdings are expected for the “04” budget year. President Scanlon indicated he will continue to work on the budget needs for the institution. Western’s name change to “University” is under consideration by the state legislature.

Proposal 03-01 Department of Psychology
1. Change the title of the course from Psychological Statistics and measurements to Introductory Psychological Statistics and change course content and the catalog description.
2. Change course title for Psychology 210 from Mental Hygiene to Psychology of Personal Adjustment.
3. Change the name of Psychology 321 Adulthood and Aging to Adult Psychology.

Proposal 03-02 Department of Engineering Technology
1. Delete CET 395 Introduction to Trenchless Technology.
2. Remove CET 395 Introduction to Trenchless Technology (2 credit hours), CSC 184 Computing Concepts I (3 credit hours), and MAT 157 Applied Calculus II (3 credit hours) from B.S. degree requirements for Construction Engineering Technology. Increase MAT 147 Applied Calculus from 4 credit hours to 5 credit hours for B.S Construction Engineering Technology. Replace CHE 104 Fundamentals of Chemistry (5 credit hours) with CHE 101 Introductory Chemistry (4 credit hours). Reduce credit hours for major from 84 to 76.
3. Require a grade of “C” or better in all discipline specific major courses for all degree programs in the Department of Engineering Technology.
4. Change program requirements for B.S. Electronics Engineering Technology degree by dropping MAT 157 Applied Calculus II and increasing credit hours in MAT 147 Applied Calculus from 4 to 5 credit hours.
5. Change program requirements for B.S. Electronics and Computer Engineering Technology degree by dropping M MAT 157 Applied Calculus II and increasing credit hours in MAT 147 Applied Calculus from 4 to 5 credit hours.

Proposal 03-03 Department of Art Proposal deferred to Liberal Arts and Science Proposal for independent research courses.


Proposal 03-04 Department of Business
1. Change the title of ACC 336 from “Individual Tax Accounting” to “Individual Income Tax” and change the course description.
2. Add a new course “GBA 481 Workplace Research”

Proposal 03-05 Department of Health, Physical Education, Recreation
1. Add a new course to catalog. PED 375 (2) Sociocultural Aspects of Sport and Physical Activity
2. Change a major program’s requirements, or delete a major program. Add PED 375 (2) Sociocultural Aspects of Sport and Physical Activity to the list of courses in the Physical Education General Option.
3. Change an emphasis area’s requirements, or delete an emphasis area. Dropping emphasis areas – Recreation General and Adventure/Travel/Tourism in the Recreation Administration major.
4. Other clerical changes. Change the name of major & minor – Recreation Administration to Recreation Sport Management, change the prefix from REC to RSM in catalog listings and the department text referring to the major and emphasis areas.
5. Change an emphasis area’s requirements, or delete an emphasis area. Change the name of Community/Youth Sports/Athletics to Recreational Management emphasis in newly named Recreation Sport Management major (proposal #4). Drop CSC 100, PED 244, PED 245, and PED 246 – add PED 374, RSM 343, RSM 344, and move PED 481 to the top section of emphasis area.
6. Change an emphasis area’s requirements, or delete an emphasis area. Changes to courses in the Sport Management emphasis area. Drop the following courses: ACC 202, CSC 100, GBA 110, GBA 211, MKT 301, REC 340. Add the following course: PED 375 (with acceptance of proposal #1).


Proposal 03-06 Department of Computer Science, Math, Physics
1. Change title of MAT 147 from Applied Calculus to Applied Calculus. Change the number of credit hours for MAT 147 from 4 to 5.
2. Delete MAT 157 Applied Calculus II from the catalog.
3. Delete the summer offering listed in the catalog on CSC 100, CSC 101 and CSC 184.
4. Change course description and prerequisites for MAT 465 Mathematics Teaching: Methods and Materials
5. Change course description for PHY 110 College Physics I and PHY 111 College Physics II.
6. Change the course description of MAT 416 Abstract Algebra.
7. Change the portion of the prerequisite statement in MAT 119 Trigonometry from “ACT Math score of at least 18” to “ACT Math score of at least 20”.

10 Change the admission criteria to a degree program in Computer Science or Computer Information Systems to also allow admission to a student with an ACT composite score of 28 or higher, or an ACT Science Reasoning score of at least 28or higher.

Proposal 03-07 Department of Communication Studies and Theatre
1. Add COM 342 Intercultural Communication as an alternate choice to COM 345 Nonverbal Communication for the communication core curriculum..
2. Remove Com 481 Education Portfolio Course from the Communication Major. The course is offered in the Education Department. This eliminates duplication between departments.
3. Change the level, number and prerequisites for THR 278 On-Camera Performance to THR 378 with perquisite THR328 rather than COM 104 and permission of the instructor

5. Change the prerequisite for COM 376 Video/Film Editing from COM370 Field Production to COM 270 Intro to Video.

Proposal 03-08 Department of Chemistry
1. Addition of CHE 283 Research Methods in Chemistry to the catalog.
2. Changing the mix of lecture, discussion, and lab for CHE 111 General Chemistry I to include discussion as a part of the lecture portion.
3. Addition of CHE 312, Organic Chemistry II lecture, and CHE 313, Organic Chemistry II laboratory, to the list of courses required for the Forensic Science option within the B.S. in Natural Science degree with Chemistry emphasis.
4. Increasing the number of credits of CHE 490, Research in Chemistry, required for the B.S. in Chemistry degree from one to two.
5. Changing the name of one of the existing options within the B.S. in Natural Science degree with Chemistry emphasis from Pre-professional to Health Professions.
6. Changing the CHE 450 course title and description.


Proposal 03-09 Department of Criminal Justice and Legal Studies
1. Change the B.S. degree in criminal justice by:
a. Delete CSC 100 Computer Literacy and CSC 101 Computers
Information Technology from the core on all emphases of the B.S. degree in criminal justice.
b. Add LAW 410 Intermediate Criminal Law to the core on all B.S. in criminal justice emphases.
c. Delete LAW 410 Intermediate Criminal Law from the Administration, Corrections and Law Enforcement emphases, contingent upon it being added to the core for all B.S. emphases in criminal justice.
d. Add LAW 275 Police Photography (2 credit hours) to the Law Enforcement emphasis of the B.S. degree.
e. Add LAW 315 Criminal Justice Concepts and Issues to the Administration emphasis of the B.S. degree.
2. Change the prerequisite for LAW 255 Computer Applications in Criminal Justice by removing CSC 100 Computer Literacy or CSC 101 Computers & Information Technology as the course prerequisite and substituting the proposed text as the new prerequisite, “Prior experience with computers is required. CSC 100 or CSC 101 is recommended for students without prior experience with computers, including word processing techniques, the Internet, and e-mail”.
3. Change the prerequisite for LAT 250 Legal Computer Applications by removing CSC 100 Computer Literacy or CSC 101 Computers & Information Technology as the course prerequisite and substituting the proposed text as the new prerequisite “Prior experience with computers is required. CSC 100 or CSC 101 is recommended for students without prior experience with computers, including word processing techniques, the Internet, and e-mail”
4. Re-design the requirements for the A.S. degree in criminal justice (without creating any new courses or adding any additional credit hours to the major) by increasing the number of required credit hours of elective courses for the A.S. degree from 9 credit hours to 11-12 credit hours, and:

5. Create new admission requirements for a B.S. degree in criminal justice:
Student must either have an ACT composite score of 18 or higher OR have completed an A.A. degree or an A.S./A.A. degree in criminal justice or legal assistant prior to admission into the B.S. program for criminal justice. Student must also have earned an overall grade point average of 2.0 or higher to be admitted and allowed to file a major/minor for the B.S program.
6. Expand the B.S. degree requirements by adding the following:
To graduate with a degree in criminal justice, a major must have a minimum 2.00 GPA in credits comprising the core and the emphasis. In addition, no more than six hours of D will be accepted in courses constituting the core and the emphasis for either an A.A. or A.A/A.S. in criminal justice or legal assistant or a B.S. degree in criminal justice. No transfer courses with a grade below C will be accepted for equivalent course credit in the criminal justice major or minor programs, as well as those for legal assistant.
7. Change program requirements by adding additional choices to the minor in Legal Assistant. Courses to be added are as follows: LAT 115 Paralegal Studies, LAT 250 Legal Computer Applications, LAT 310 Legal Drafting, and LAT 492 Selected Legal Topics.

Proposal 03-10 Department of Government, Social Work, and Sociology
1. Add course GOV 380 Asian Politics
2. Add course GOV 390 United Nations
3. Delete the requirement of a minor in the B.S. in Government and Public Affairs major.
4. Increase the GOV elective hours from 12 to 15 in the Government and Public Affairs major.
5. Delete the requirements of GOV 320; HIS 100 or HIS 110; HIS 140 option; SOC 110; GEO 100 of higher; ECO 260 or additional 3 credits in SOC. (Retain GOV 320 as an elective).
6. Add SWK 325 Family and Child Welfare.
7. Change SWK course description and credit hours from 3 to 4 credit hours.
8. Program change to increase the number of required SWK credit hours from 44 to 45. Increasing the total degree hours from 73 to 74.
9. Change Prerequisites to SWK 250 Introduction to Social Work: add ENG 104 and change current wording to “SOC 110 or PSY 101”.

Proposal 03-11 Department of Economics
1. Add ECO 375 Economics of Health Care (3) F

3. Delete ECO 480 Independent Research in Economics into conformity with the newly developed college-wide format.
4. Change the list of courses from which students choose four courses to satisfy the Social Science and Business Economics portion of the major requirements.

Proposal 03-13 Department of Biology
1. Drop CSC 100 Computer Literacy from the BS in Natural Science in Biology major program reducing required hours from 62 credit hours to 59 credit hours.
2. Add new course BIO 131 Introduction to Biotechnology (2) Sp. even-number years.
3. Add new course BIO 331 Bioinformatics (2) Sp even-numbered years.
4. Add new course BIO 455 Entomology (4) F odd-numbered years.
5. Add new course BIO 155 Individual Research in Biology (1-5) F, Sp, Su.
6. Develop an early matriculation agreement between the University of Health Sciences of Osteopathic Medicine in Kansas City and MWSC Department of Biology. Select students will leave MWSC after 3 full years of study and complete the 4th year while working on a D.O. degree at the College of Osteopathic Medicine. The B.S. degree will be awarded by MWSC.
7. Develop degree program B.S. in Biotechnology (incorporating new courses: BIO 131 Introduction to Biotechnology and BIO 331 Bioimformatics.
8. Change Conservation/Wildlife Emphasis Area in Biology to a full Major area of study: B.S. in Wildlife Conservation and Management by: a. removing BIO 355 Cave Ecology from Category A, 5; add BIO 455 Entomology to Category A, 5; add PHL 325 Ethics of Environmental and Natural Resource Policy to Category C.
9. Change major program requirements by adding BIO 455 Entomology as an option in four Biology degree programs and in the Biology major.
10. Change credit hours of BIO 375 Pathophysiology from 3 credit hours to 4 credit hours.
11. Clarify wording in the Biological Electives categories in majors and emphasis areas.
12. Change course title and description of BIO 311 Animal Physiology.

Proposal 03-14 Department of History, Philosophy, and Geography
1. Change the course level, number & prerequisite of HIS 465 Methods of Teaching Social Studies from 465 to 365 and add: “Must be taken prior to Junior Teaching Experience” to the prerequisite.
2. Change the “Major Requirements” for the B.A. History major from 57 credits to 42 credits. Delete the following required courses from the B.A. History major: GOV 110, GEO 330 or ECO 260, GOV xxx or PHL xxx, SOC xxx, and PLUS 3 additional credits in Geography, Government, or Sociology. This does not change the B.A. History with Teacher Certification.

3. Change the “Major Requirements” for the B.S. History major from 57 credits to 42 credits. Delete the following required courses from the B.S. History major: GOV 110, GEO 330 or ECO 260, GOV xxx or PHL xxx, SOC xxx, and PLUS 3 additional credits in Geography, Government, or Sociology. This does not change the B.S. in History with Teacher Certification.
4. Add PHL 260 Philosophical Research to the Minor in Philosophy and raise the credit hours for the minor from 18 credits to 21 credits.

Proposal 03-15 Department of English, Foreign Languages, and Journalism
1. Add JOU 327 Publications Design.
2. Add EPR 316 Internship In Public Relations.
3. Add EPR 401 Senior Portfolio.
4. Delete ENG 440 Selected Studies in Literary Theory.
5. Revise the English BA major core to be more comprehensive and flexible. Reduces credit hours listed in the Major Core Category from 27 credit hours to 24 credit hours.
6. Revise the Journalism Minor to align with the proposed changed in the Journalism Emphasis.
7. Revise the Technical Communication Minor to align with the proposed changes in the Technical Communication Emphasis.
8. Delete ENG 373 History of the English Language from the BA English/Literature Emphasis; move ENG 354 Literature in English 1800-1860 from first category into second category with the BA English/Journalism Emphasis.
9. Revise the BA English/Journalism Emphasis and reduce the number of required credit hours from 27 to 24.
10. Revise the BA English/Technical Communication Emphasis and reduce the number of required credit hours from 27 to 24.
11. Revise the BA English/Public Relations Emphasis and reduce the number of required credit hours from 27 to 24.
12. Change course offering for ENG 460 Selected Studies in Literary Period or Movement from Spring, odd-numbered years to Fall, even-numbered years.
13. Change the prerequisite for ENG 232 Language Awareness from ENG 104 to ENG 108 or ENG 112.
14. Change course title and description of ETC 421 Texts and Contexts to ETC 421 Worlds of Technical Communication, and add LAS International/Intercultural Focus.
15. Change course title and description of ETC/JOU 326 Desktop Publishing to EPR 326 Desktop Publishing.
16. Change course title and description of ETC/JOU 422 Organizational and Public Relations Writing to EPR 422 Public Relations Writing. 16-A. Change course title and description of ETC/JOU 224 Web Authoring to ETC/JOU 224 Introduction to Writing for the Internet, and add prerequisite ENG 104.
17. Change certification in journalism to reflect changes in course titles and numbers in journalism major.
18. Disallow enrollment credit for FRE/GER/ SPA 102 Elementary French/German/Spanish I to students who have three or more years of high school French/German/Spanish.

Proposal 03-16 Department of Music
1. Add a new 2-credit course “Fundamentals of Conducting – MUS 336”, required for all music major degree programs and options (core requirements for the BA and the BSE degrees).
2. Reduce the credit hours for MUS 319 Musicianship 3 from 4 credits (five hours per week) to 3 credits (four hours per week).
3. Reduce the credit hours of MUS 329 Musicianship 4 from 4 credits (five hours per week) to 3 credits (four hours per week).
4. Make changes to the core requirements for BA degree to reflect the new conducting course and the new credit hours for MUS 319 and MUS 329.
5. Change the Bachelor of Science in Education Degree Core Requirements to reflect MUS 319 Musicianship 3 and MUS 329 Musicianship 4, from 4 credits to 3
6. Designate the new course MUS 336 Fundamentals of Conducting as a prerequisite for MUS 441.
7. Designate the new course MUS 336 Fundamentals of Conducting as a prerequisite for MUS 442.
8. Change the course description of MUS 450 to reflect the LAS and PS Schools’ proposal for catalog description for courses of this type.
9. Revise the Commercial Music Emphasis Option. Consideration of this proposal was delayed until after February 15 so that a formal agreement with Kansas City Kansas Community College (KCKCC) and the Dean of LAS can be reached.

Professor Hiley presented the following report on recommendations from the Curriculum Committee:





After much discussion both reports were received by the Senate.

Motion to accept the reports:

Senator Haney that the evaluation committee, which he is the liaison to, may want the Senate to reconsider last years recommendations.

Motion to adjourn:
