Faculty Senate Minutes

April 18, 2002


Call to order:

The meeting was called to order at 4:07 p.m. by Senate President Robert Klostermeyer.

Senators present:

Larry Andrews, Brenda Blessing, Mike Cadden, Ben Caldwell, Steven Greiert, Robert Klostermeyer, Mark Mikkelsen, Barry Nelson, Evan Noynaert, Sally Radmacher, Keith Rhodes, Mike Smith, John Tapia, Kelly Williams, Carolyn Windsor

Approval of minutes:

The minutes of the previous meeting of April 4 and 11, 2002 were approved as submitted (Blessing).

The minutes of the on April 11, 2002 special session to elect Senate officers were approved as submitted (Blessing).

Approval of agenda:

The agenda for today's meeting was approved as presented (Noynaert).






Report from college president:

President Scanlon invited all current and newly elected senators, along with spouse or guest, to meet at his home for a reception on May 2, 2002, from 5:00 p.m. to 7:00 p.m.

Scanlon reported he had been in Jefferson City yesterday, testifying in favor of the bill, which would change the name of Missouri Western State College to "Missouri Western State University." This morning, a critical positive vote allowed the bill to proceed to the Missouri Senate. He expects some difficult opposition in the Senate. If the bill passes the Senate, then the governor still has to approve.

The Missouri Senate Budget Committee is now at work, but the higher education core funding equity issue has been removed from the markup; however, Scanlon expects to get the equity issue back into the committee deliberations.

Scanlon announced that Ron Olinger has been selected as the new Vice President for Financial Planning and Administration. Both he and Scanlon are looking forward to working together at Western.

Finally, Scanlon announced that David Arnold, vice president for academic and student affairs, will officially begin his term on July 1, 2002, but will likely be here on an unofficial basis starting the second week of May.

Report from Faculty Senate executive committee:

Senate President Klostermeyer announced that the executive committee had met with Denise Smith and Todd Eckdahl on Tuesday, April 16, for the purpose of reviewing the proposals of the ad hoc salary committee.

Approval of 2002-2003 faculty senate committee appointments:

Vice President Elect Barry Nelson distributed Missouri Western State College Faculty Senate Committees Roster for Academic Year 2002-2003 (Attachment A).

Senator Nelson moved to accept the committee appointments as presented, with the exceptions as follow: (1) Cynthia Heider to replace Jill Miller on Grievance Committee; and (2) Michael Ducey to replace Ramona Moeck on Scholarship Committee.

Senator Tapia moved to divide the motion, so as to separately vote on each committee roster. The motion to divide passed unanimously.

Senator Nelson moved to accept the slate of nominations for the Academic Regulations and Standards Committee. By unanimous approval, the slate was adopted.


Senator Nelson moved to accept the slate of nominations for the Curriculum Committee. Senator Greiert then moved to remove Robert Nulph from the committee. Discussion ensued regarding the desire of some senators to hear both sides of the story. Greiert then withdrew his motion and moved to table the motion on this particular committee. The move to table then passed with 12 yes votes, 1 no vote, and 1 abstention.

Senator Nelson moved to accept the slate of nominations for the Evaluation of Faculty Committee. By unanimous approval, the slate was adopted.

Senator Nelson moved to accept the slate of nominations for the Fringe Benefits Committee. By unanimous approval, the slate was adopted.

Senator Nelson moved to accept the slate of nominations for the Grievance Committee with the exception that Cynthia Heider replaces Jill Miller. By unanimous approval, the slate was adopted.

Senator Nelson moved to accept the slate of nominations for the Professional Leave Committee. By unanimous approval, the slate was adopted.

Senator Nelson moved to accept the slate of nominations for the Promotion/Tenure Committee. Nelson then revised his motion so that Robin Findlay would replace Pat McLear. By unanimous approval, the slate, as modified, was adopted.

Senator Nelson moved to accept the slate of nominations for the Salary Committee. By unanimous approval, the slate was adopted.

Senator Nelson moved to accept the slate of nominations for the Scholarship Committee with the exception that Michael Ducey replace Ramona Moeck. Senator Noynaert moved to table the motion. The move to table failed with 3 yes votes and 10 no votes. Senator Radmacher then called the question to end discussion on this motion; by unanimous vote, the discussion was ended. The motion was then put to a vote and passed.


Ad hoc salary committee report:

Denise Smith, chairperson of the faculty senate salary committee, distributed the report entitled Faculty Senate Salary Committee Report to the Faculty Senate 2001-2002 dated April 18, 2002 (Attachment B). This ad hoc committee includes the entire membership of the faculty senate salary committee. She led in a discussion of the three principal proposals of the ad hoc salary committee, namely (1) Faculty Salary Parity Plan; (2) Western Faculty Merit Plan; and (3) Active Career Program. Following the discussion, the Senate then received the report.






Old Business:

SB 01-02.05 (Williams): that the Senate undertake a review of Proposal Number 10, which would include ECO 261 Principles of Microeconomics as a general studies course.

Following some brief discussion, the motion was then put to a vote, with the instructions that a positive vote by 10 senators is needed in order to undertake the review. Senator Greiert called for a roll call vote. The motion was then voted upon and failed by a vote of 3 yes (Andrews, Noynaert, Radmacher), 10 no (Blessing, Cadden, Caldwell, Greiert, Mikkelsen, Nelson, Rhodes, Smith, Williams, Windsor), and 1 abstention (Tapia).

SB 01-02.06 (Williams): to amend the 2001-2002 Missouri Western State College Policy Guide as follows: on page 85, under "Preparation of Promotion Package, " letter "h," add the words "and reappointment forms" after the words "Annual evaluations."

Since discussion ceased, President Klostermeyer proceeded to the vote. The motion then passed unanimously.

SB 01-02.07 (Williams): to amend the 2001-2002 Missouri Western State College Policy Guide as follows: on page 260, under the "Procedures" section, add as letter "g:" "When there is a disparity between the committee recommendations and the recommendation of the Vice President for Academic Affairs, a meeting between the two should take place for clarification before it goes forward to the College President."

Senator Tapia moved to amend the word "should" to "shall." The amendment passed by unanimous vote. The motion as amended then passed by unanimous vote.

SB 01-02.08 (Williams): to amend the 2001-2002 Missouri Western State College Policy Guide as follows: replace the second paragraph under "Early Warning Provision for Faculty," (pp. 75-76) with the following:

"Faculty members who have been employed full-time at Missouri Western State College for more than two years shall not fail to receive a reappointment recommendation by the administration because of an unsatisfactory evaluation in instruction, department support, professional development, or institutional and community support unless they have been advised of their shortcomings in writing no later than May 15. The formal early warning will normally be issued by the department Chairperson in writing on the FACULTY REAPPOINTMENT FORM and incorporated within the formal evaluation process. However, within the spirit of helping the faculty member become clearly aware of serious shortcomings, a formal early warning may be provided at other times with copies sent to the Dean and Vice President for Academic Affairs.

A faculty member placed on early warning has one year to demonstrate to the chairperson that the shortcomings have been remedied and are not likely to reoccur. Failing to do so will result in the termination of a non-tenured faculty member effective at the end of the spring semester, or in the case of a tenured faculty member, result in a terminal contract for the next academic year."

Senator Tapia moved to (1) change the words "May 15" to "May 1;" (2) change the words "will normally" to "shall;" (3) insert the text ", or, in the case of chairperson, by the appropriate dean, " immediately after the words "department Chairperson;" and (4) insert the text ", or appropriate dean, " immediately after the word "chairperson" in the second paragraph. These amendments would result in the policy reading as follows:

The amendment to the motion passed unanimously. The main motion then passed unanimously.

New business:

President Klostermeyer distributed an informational report from Robert Nulph, regarding recent activities and deliberations of the curriculum committee (Attachment C).

Senator Andrews reported on deliberations taking place in the parking regulations committee concerning possible campus parking rules changes. After some discussion, consensus favored the senate executive committee crafting a resolution concerning campus parking regulations, to be presented for senate approval at a later date.

SB 01-02.09 (Rhodes): that the Faculty Salary Parity Plan, as detailed in the ad hoc salary committee report (reference Attachment B, April 18, 2002) as presented by the ad hoc salary committee be adopted.

SB 01-02.10 (Rhodes): that the Western Faculty Merit Plan, as detailed in the ad hoc salary committee report (reference Attachment B, April 18, 2002) as presented by the ad hoc salary committee be adopted.

SB 01-02.11 (Rhodes): that the Active Career Program, as detailed in the ad hoc salary committee report (reference Attachment B, April 18, 2002) as presented by the ad hoc salary committee be adopted.

SB 01-02.12 (Mikkelsen): insert the words "newly elected" before the word "President" in B.3 of the Senate's Bylaws (2001-2002 MWSC Policy Guide, p. 252) so that it reads as follows (change indicated in CAPS):

"At the time the Senate makes committee appointments, the NEWLY ELECTED President shall appoint liaison members for each standing committee, using Senate volunteers in so far as is practical."

SB 01-01.13 (Mikkelsen): change the word "six" to "three" in D.2 of the Senate's Bylaws (2001-2002 MWSC Policy Guide, p. 253) so that it reads as follows (change indicated in CAPS):

"Each committee shall submit a written annual report to the Senate at least THREE weeks prior to the beginning of the final examinations in the spring semester."
