Call to order:

President Mikkelsen called the meeting to order at 4:13 p.m.

Senators present:

Aschermann, Bargar, Brandt, Brooks, Fowler, Greiert, McLear, Mikkelsen, Nelson, Reidy, Roberts,
Wallner

Senators absent:

Cronk, Hamzaee, Leonard, Wagner

Ex-officio:

Meeting agenda:

The proposed agenda for today's meeting was approved as submitted, with an understanding that the
motions would be considered in reverse order (Wallner/Brooks).

Minutes of the previous meeting:

The minutes of the February 24 meeting were approved as submitted (Roberts/Fowler).

Report from the vice president for academic affairs:

James Roever, vice president for academic affairs, reported that his office is in the process of reviewing
faculty evaluations, professional leave recommendations, and candidates for various positions. He further
reported, in response to a question from president Mikkelsen, that the $100,000 fund for replacement of
computers, provided and distributed on a regular four-year cycle, is a permanent item in the budget.

Report on Funding for Results (FFR):

Kathyrne Mueller, administrative associate to the vice president for academic affairs, reported that the
annual FFR policy meeting will be held on March 30, at which time any initiatives or changes to the
program will be discussed. Faculty are encouraged to visit the FFR web page (http://www.mwsc.edu/~ffr/)
to procure answers to some questions or to make suggestions.

Report from the faculty senate executive committee:

Concerning the General Education Steering Committee, President Mikkelsen reported that Dr. Gil Porter of
the University of Missouri has written a minority report in which he points out and clarifies his objections
to the proposed changes in general education policies for Missouri colleges and universities. Mikkelsen
also reported that he attended the executive staff meeting held earlier in the day. Finally, he announced the
upcoming senate meeting dates of March 23 (tentative), April 6, April 20 and May 4.

Tony Wallner, faculty senate vice president, announced that a general meeting of the professional studies
faculty was held on February 29 at which time the following nominations were made for next year's senate
candidates: Denise Bartles (Business and Economics), Deborah Bogle (Education), Robert Klostermeyer
(Criminal Justice and Legal Studies), and Kelly Williams (Health, Physical Education and Recreation).

Report from the evaluation of faculty committee:

Senator Roberts presented a preliminary report from the faculty evaluation committee (see Attachment A).
A final report will be presented during the April 6 or May 4 senate meeting.

Old business:

MOTION: That the results of the faculty senate elections be announced indicating both the names of
electees and the numbers of votes received by each candidate. (Roberts/Hamzaee)

Senator Fowler moved (seconded by Wallner) to amend the motion by adding the word "general" to
precede the word "elections." Following discussion, Senator Fowler called the question (seconded by
Nelson); discussion was ended by a unanimous vote. The motion to amend passed unanimously. Senator
Greiert requested a roll call vote. The motion, as amended, passed with a vote of 6 yes (Aschermann,
Nelson, Bargar, Greiert, McLear, Wallner), 2 no (Brooks, Reidy), and 3 abstentions (Fowler, Brandt,
Roberts).

The motion, as amended and passed, reads as follows: “That the results of the faculty senate general
elections be announced indicating both the names of electees and the numbers of votes received by each
candidate.”

MOTION: Delete the final sentence of the third paragraph on p. 49 and the last sentence of the fifth
paragraph on p. 126 of the 1999-2000 Missouri Western Policy Guide which reads: "A faculty member
returning from an academic leave may request a reduced teaching load of up to 3 equated credit hours for
one semester if attempting to complete a dissertation or any other significant writing."

Following discussion, Senator Nelson called the question (seconded by McLear); discussion was ended by
a unanimous vote. Senator Greiert requested a roll call vote. The motion passed with a vote of 6 yes
(Aschermann, Nelson, Bargar, Greiert, McLear, Wallner), 3 no (Brooks, Fowler, Reidy), and 1 abstention
(Roberts).

MOTION: Change the second and third sentences of the third full paragraph on p. 50 and the fourth full
paragraph on p. 127 of the 1999-2000 Missouri Western Policy Guide to read as follows: "Final committee
recommendations with a ranking of candidates and the rationale for the rankings will be forwarded to the
Vice President for Academic Affairs and the Faculty Senate for consideration by February 28. The Faculty
Senate will review the committee's recommendations, including the rationale for its rankings, at its first
March meeting, and may forward any comments which it may have concerning the committee's decision to
the Vice President for Academic Affairs prior to the date on which the Vice President submits his
recommendations to the Board of Regents. The rankings of candidates shall not be included in the minutes
of the meeting at which the committee's recommendations are reviewed, but the names of the candidates
approved for sabbatical leave shall be reported, in alphabetical order, along with a description of their
projects and departmental affiliation." (Nelson/Wagner)

Senator Nelson moved to table the motion (seconded by McLear). The motion was tabled by a unanimous
vote.

MOTION: Change item (c) in the first full paragraph on P. 50 and the third full paragraph on p. 127 of the
1999-2000 Missouri Western Policy Guide to read as follows: "benefit of project to students, department
and/or institution." (Wallner/Brooks)

Following discussion, Senator Wallner called the question (seconded by Fowler); discussion was ended by
a unanimous vote. Senator Greiert requested a roll call vote. The motion passed unanimously with 9 yes
votes (Aschermann, Fowler, Nelson, Reidy, Bargar, Greiert, McLear, Roberts, Wallner).

MOTION: Make the following three changes to the text of the paragraph beginning with the words
"Approval Procedures for Faculty" on p. 49 and p.127 of the 1999-2000 Missouri Western Policy Guide:
(1) Insert the following words after (j): "a brief resume/vita which shows evidence of the candidate's
professional development and overall performance at MWSC." (2) Add a new item, (k), and move the
wording now included after (j) to appear after (k). (3) Add the following sentence at the end of the
paragraph: "The proposal should provide sufficient detail concerning the product and process of the
proposed leave and should be limited to ten (10) pages, exclusive of the candidate's resume/vita."

Senator Nelson moved to amend the motion (seconded by McLear) by replacing the words “ten (10) pages”
to “fifteen (15) pages” in the last sentence. The motion to amend passed unanimously. Senator Nelson
moved to amend (seconded by McLear) by replacing the two occurrences of the word “should” in the final
sentence with the word “will.” The motion to amend passed unanimously. Senator McLear called the
question (seconded by Wallner); discussion was ended by a unanimous vote. The motion, as amended,
passed unanimously.

The motion, as amended and passed, reads as follows: “Make the following three changes to the text of the
paragraph beginning with the words "Approval Procedures for Faculty" on p. 49 and p.127 of the 1999-
2000 Missouri Western Policy Guide: (1) Insert the following words after (j): "a brief resume/vita which
shows evidence of the candidate's professional development and overall performance at MWSC." (2) Add
a new item, (k), and move the wording now included after (j) to appear after (k). (3) Add the following
sentence at the end of the paragraph: "The proposal will provide sufficient detail concerning the product

MOTION: Change the text of the paragraph beginning with the words "Application Procedures for
Faculty" on p. 49 and pp. 126-127 of the 1999-2000 Missouri Western Policy Guide to read as follows: "A
faculty applicant for sabbatical leave must submit one copy of the leave proposal to the department
chairperson by the first day of the spring semester. The proposal and the chair's recommendation must be
submitted to the chair of the Professional Leave Committee by February 1. A copy of the proposal and the
chair's recommendation shall also be given to the appropriate dean by February 1. The recommendation of
the appropriate dean shall be forwarded to the chair of the Professional Leave Committee by February 5."

Senator Greiert moved to amend (seconded by Fowler) by replacing the words “by the first day of the
spring semester” to “by December 1.” Senator McLear called the question (seconded by Wallner);
discussion was ended by a unanimous vote. The amendment passed unanimously. Senator Fowler called
the question (seconded by Reidy); the motion, as amended, passed unanimously.

The motion, as amended and passed, reads as follows: “Change the text of the paragraph beginning with the
words "Application Procedures for Faculty" on p. 49 and pp. 126-127 of the 1999-2000 Missouri Western
Policy Guide to read as follows: "A faculty applicant for sabbatical leave must submit one copy of the leave
proposal to the department chairperson by December 1. The proposal and the chair's recommendation must
be submitted to the chair of the Professional Leave Committee by February 1. A copy of the proposal and
the chair's recommendation shall also be given to the appropriate dean by February 1. The

MOTION: Change the fourth sentence in the third paragraph on p. 49 and the corresponding sentence of
the fifth paragraph on p. 126 of the 1999-2000 Missouri Western Policy Guide to read as follows: "The
awardee is also required to provide a copy of the leave report to the Faculty Senate and to provide some
form of report to the members of their department." (Greiert/Cronk)

Senator Greiert moved to amend (seconded by McLear) by deleting the words "provide some form of
report to," and to replace the word "their" in the final sentence with the words “her or his.” Senator
McLear called the question (seconded by Nelson); discussion was ended by a unanimous vote. The motion
to amend passed unanimously. Senator Reidy called the question (seconded by McLear); discussion was
ended by a unanimous vote. The motion, as amended, passed unanimously.

The motion, as amended and passed, reads as follows: “Change the fourth sentence in the third paragraph
on p. 49 and the corresponding sentence of the fifth paragraph on p. 126 of the 1999-2000 Missouri
Western Policy Guide to read as follows: "The awardee is also required to provide a copy of the leave
report to the Faculty Senate and to the members of her or his department."
